Chairman Karachi Port Trust, Rear Admiral Jamil Akhtar HI(M) T.Bt., has had the distinction of commanding Pakistan Navy Surface Ships, Pak Marines and Special Forces setup of Pakistan Navy during his illustrious career as Naval Officer prior to his taking over the charge of Chairmanship. His career started from Pakistan Navy, in 1979. He got commission in Operations Branch in June 1983 and later on joined the Special Operations Force for a long period. His important staff appointments include Training and Operations Officer with Special Services Group (Navy), Directing Staff and later Chief Instructor at PN War College Lahore, Assistant Chief of Naval Staff (Training at NHQ), Chief Staff Officer to Commander Pakistan Fleet, Commander North, Director General Naval Intelligence and Deputy Chief of Naval Staff (Admin). Rear Admiral Jamil is a graduate of Indonesian Command and Staff College as well as PN War College. He completed his Armed Forces War Course from National Defence University, Islamabad, in year 2005.

Before joining KPT as Chairman, he was the Director General Maritime Security Agency at Karachi. As DG Maritime Security Agency, he played a sheet anchor role in the implementation of maritime security rules and guidelines covering the development of navigational routes of commercial marine vehicles as well as war ships and protecting marine borders of Pakistan territory. His tenure has remained quite vigilant and sea crimes have all been curtailed under his agile command. Policies have been levied as well to curtail the environment pollution. Spanning an experience backed by meeting international companies for the purpose of promoting fishery activities during his meritorious services additionally keeps him high amongst the other naval officers.

Rear Admiral Jamil Akhtar has been awarded Hilal-e-Imtiaz (Military) and Tamgha-e-Basalat (Gallantry) by the Government of Pakistan. Having the thorough knowledge of maritime affairs, fisheries and navy will help him to successfully managing the affairs of the premier port of Pakistan.
